摘要
研究型大学形成与发展的基础是大学制度的创新。为了培育中国研究型大学核心能力、充分释放其学术功能、激发其创新活力,在组织架构上中国研究型大学系统应与中国科学院系统建立知识联盟,在内部治理上中国研究型大学应按照学术组织的内在品质重塑大学制度,在制度环境上要供给更加平等竞争的大学发展机遇。
Innovation of university system is the base for the formation and development of research-oriented universities. In order to forge their core capabilities, fully discharge their academic function, stimulate their vigorous creation, China's research-oriented universities should establish a union with China Academy of Science in terms of framework, recreate its system in accordance with internal qualities of academic organization in terms of interior management, and be offered with opportunities of fair competition in terms of system environment.
