摘要
1931年 3月 1 9日 ,德国和奥地利政府签订了旨在建立关税同盟的统一关税协定。德国之所以积极倡导建立德奥关税同盟 ,是要为其政治扩张和建立中欧霸权创造有利条件。欧洲各国则基于各自利益对此反应不一 ,法国惧怕德国复兴与壮大 ,因此坚决反对德奥关税同盟的建立 ;英国出于维护国家利益和巩固欧洲和平的考虑 ,在法德之间扮演调解者的角色 ,从而暴露出其外交政策的软弱性。
A customs agreement was signed between the German government and the Austrian government for the establishment of a Customs Union on March 19, 1931. The German essential attempt by actively promoting the establishment of the Austro_German Customs Union was preparing advantageous conditions for her political expansion and hegemony in Central Europe. The European states' responses were different about it on the grounds of their own interests. Among of them, France opposed firmly this union on account of worrying about the revival and growth of German power. However, the British government played the role of mediator between France and Germany in order to safeguard the state interest and consolidate the European peace. But the British policy and action during this course manifested the weakness of her diplomacy.
