摘要
文章从资产建设的角度分析了资产建设对农民福利的影响,阐述了农民通过土地经营、税收转移支付等手段获取福利的不足,提出通过小额信贷、发展个人账户等手段建设农民资产,认为这对于从根本上消除农民贫困,提高农民福利水平具有一定借鉴意义。
This paper analyses the impact of asset building on farmers welfare, and illustrates the shortcoming of gaining the welfare via land running, tax-transfer payment. It brings forward the solutions of gaining welfare via microfinance or developing personal account, which are helpful for eliminating the farmers’ poverty and level up the welfare standard.
