摘要
企业自主创新能力既受到内部条件制约,又受到外部环境因素的影响。提高企业自主创新能力,企业要加强自身创新能力建设,建立健全人才培养和使用激励机制,培育创新型企业文化,整合利用外部技术资源;政府要营造有利于创新的政策环境,加强对知识产权的有效保护,加大对共性技术的直接投入,建设以企业为主导的、产学研有机结合的新型自主创新体系。
