高质量发展“一带一路”倡议的差异化分层路径探析——以东南亚地区为例被引量：6

摘要随着“一带一路”倡议的不断推进,高质量发展成为未来“一带一路”建设的主要目标.为此,不但需要考虑中国的诉求及“一带一路”合作伙伴自身建设的需要,也要对其合作伙伴及推进路径做出合理选择.“一带一路”研究的侧重点应从必要性向可行性转变.基于长时段—结构与中时段—局势、历史与现实二元互动的分析框架,本文提出中国在东南亚地区宜差异化分层推进“一带一路”倡议,依循以国家重要性分类为基础的项目分层路径.根据这一分析框架,文章首先确定东南亚国家在“一带一路”倡议推进中的类别归属,进而分析在互联互通维度中国与相关类型国家实施长期、中短期等项目的可行性和利益保证.在“一带一路”项目推进中,中国重点深耕、推进长期项目合作的国家应主要集中在中南半岛,而对于其他东南亚国家则应该侧重能够在未来一段时间内有所收益的中短期项目. With the continuous promotion of the Belt and Road Initiative,high-quality development has become the main goal of its future development,and how to promote the Belt and Road Initiative with high quality not only needs to consider China's demands and the needs of the construction of the Belt and Road Initiative itself,but also needs to make a systematic analysis of how to choose partners and the promotion path.The focus of academic research on the Belt and Road Initiative needs to change from necessity to feasibility.Based on the framework of long-term-structural and medium-term-situational analysis,and the binary interaction between history and reality,this paper proposes a project stratification path based on the classification of country importance for China to promote the Belt and Road Initiative in Southeast Asia in a differentiated manner.Based on this analytical framework,the paper first identifies the categories of Southeast Asian countries in the promotion of the Belt and Road Initiative,and then determines the feasibility and benefits of China's long-temm,short-and medium-temm projects with the relevant types of countries in the connectivity dimension.In the progress of the Belt and Road project,China focuses on long tem projects in the Indochina Peninsula,while other counties focus on short-and medium-term projects that can be profitable in the future.
