摘要
为了应对治理压力加大而正式治理资源匮乏的困境,面对离散且隐蔽的非正式治理资源,基层政府会通过怎样的手段和方式对其加以塑造,从而"为我所用"?本研究从资源依赖理论出发,建构了权力结构与基层政府对外塑造非正式治理资源行为之间的分析逻辑,以浙江省W镇政府对"仲规侬"这一非正式治理资源的运作过程为研究对象,剖析了基层政府在多重挤压下运用组织化的动员手段,通过利益的链条,将权威嵌入到非正式治理资源领域,并最终实现了对其组织化的整合。研究发现,压力下基层政府的这种权威扩展行为使得基层软治理一步步硬化,使基层治理产生了新的困境。出于短期压力缓解的权威扩张可能强化基层政府的长期治理压力,资源的塑造结果可能导致治理资源的进一步匮乏,强化基层泛行政化倾向,这是未来基层治理需要反思的深层次问题。本研究在一定程度上拓展了资源依赖理论。
This paper attempts to explain how the grass-roots government will shape the discrete and hidden informal governance resources under the dilemma of multiple pressures and lack of formal governance resources.Based on the theory of resource dependence,this study constructs the analysis logic between the power structure and the grass-roots government’s external resource shaping behavior.Taking"ZHONG GUI NONG"in W town of Zhejiang Province as the analysis object,it shows that the grass-roots government uses the power means to embed the authority into the informal governance resource field through the chain of interests,and finally realizes its comprehensive integration.It is found that the authority expansion behavior of the grass-roots government under pressure makes soft governance harden step by step,and causes new difficulties in the basic governance.The authority expansion for short-term pressure relief may strengthen the long-term governance pressure of the grass-roots government,and the shaping of resources may lead to the further lack of governance resources,and strengthen the tendency of grass-roots pan administration.This is the future of grass-roots governance The deep-seated problems need to be reconsidered.Due to the lack of long-term fieldwork and the lack of in-depth and specific first-hand research materials,this paper can only present the case in a rough form,especially the interaction between the grass-roots government and"ZHONGGUINONG".In general,this paper regards"ZHONG GUI NONG"and"grass-roots government"as a static actor.Based on the case study,this paper puts forward some suggestions to improve the level of grassroots governance.Fundamentally,the grass-roots government need to be released from the pressure of system,a resource system matching the pres-sure of grass-roots government governance should be established,and the endogenous power of grass-roots governance should be activated through reform.To a certain extent,this paper expands the analytical framework of resource dependence theory:The lack of informal resources"sheltered"by organizations makes it more passive in the face of government authority;The government’s shaping behavior of external resources is not only affected by the horizontal power relationship between itself and the resources it faces,but also by its position in the vertical power structure;In addition,the shaping of external resources by means of authority expansion does not necessarily enrich its own resource support body And it may weaken the original resource base.
