摘要
政策制定者大多认为集中化、资本化的农业企业有利于茶产业发展,然而这一趋势常随着失控的产量和品质造成行业内卷化,进而对中小农造成显性或隐性剥削。文章基于对中国近代茶叶史的回顾以及对天目湖白茶和正山小种为代表的当代茶叶产销实践的调查指出,以兼业模式为特征、人情网络为依托、厂宅建造为根基的小农生产是一种更具灵活性、适应性、稳定性的模式,充分发挥了茶农在产销链条中的能动性,不仅符合中国历史传统及地方特色的密集生产,更有利于维系茶叶的正宗性、产销平衡与健康行业生态,是农业产业化道路之外应重点关注和支持的方向。
Most policy makers believe that centralized and capitalized agro-business is conducive to the development of tea industry.However,this trend often leads to involution in the industry due to out-of-control production and quality,which in turn results in explicit or implicit exploitation of small and middle farmers.Based on the review of modern tea history of China and the investigation of contemporary tea production and marketing practices represented by Tianmu Lake White Tea and Lapsang Souchong,this paper points out that the small-farmer production,characterized by dual-employment model,based on social network,and dependent on the construction of factory-houses,is indeed a more flexible,adaptable and stable model.It gives full play to the agency of tea farmers in the production and marketing chain,not only conforming to the intensive production of Chinese traditions and local characteristics,but also helping maintain the authenticity of tea,the balance of production and sales,and the health of the industrial ecology.It should thus be specifically focused on and supported in addition to the road of agricultural industrialization.
