摘要
在面临诸多挑战的情况下,新加坡人民行动党创造了长久高效执政的奇迹,其治国理政的制度基础何在?本文从制度主义角度出发,考察了人民行动党在"治党"和"党治"两大方面的制度安排及其对于治国理政的意义。具体而言,"治党"制度指的是人民行动党对于自身内部治理的制度安排,"党治"制度是指人民行动党统领下的国会和政府制度安排,党通过国会和政府实现统治的目的。两大制度基础体现了足够的适应性、复杂性、自主性与协调性,实现了精英之间权力共享以及党对政权和社会的管控,为一党独大政治体制提供了制度基础。
Facing many challenges,the People’s Action Party has created a miracle of long and effective governance in Singapore.What is the institutional foundation of this miracle?This article explores two fundamental institutional designs of the governance of the party itself and the party’s governance of state and examines their implications for the party’s rule.Characterized by adaptability,complexity,autonomy,and coordination,these fundamental institutional designs effectively address the problems of the credible power sharing among elites and the political control of the state and society and sustain the single-party regime in Singapore.
