摘要
国防工程是战争的产物,它从属于国家防御的需要,其建设发展是随着国家安全形势的挑战和战争形态的变化而不断演进的。国防工程的定义也应与时俱进,把新时代党和国家制定的安全战略、国防政策和军事战略,新时代军队使命任务和军事斗争准备对国防工程建设发展的需要,军队体制编制调整变化实际结合起来,涵盖进去,使其能够准确诠释国防工程的本质特征、内涵外延和时代精神。
National defense engineering is the product of war,it is subordinate to the need of national defense,it’s construction and development are closely related to the challenges of national security situation and the changes of war form and evolution.The definition of national defense engineering should also keep pace with the time.The essential factor,such as security strategy,national defense policy and military strategy of party and state in new era,the needs of military mission and military preparation for the development of national defense construction,and the reform of the military’s composition and functions,should be fully integrated and considered in determining the definition,in order to accurately interpret the essential characteristics of national defense engineering,connotation,extension and time spirit.
