摘要
在新科技革命和产业变革中,数据作为新的生产要素参与价值创造和分配,信息技术成为驱动经济社会发展和变革的基础动力。在这种背景下,全球竞争格局重构趋势增强,算力竞争愈加白热化。算力成为衡量一个国家数字经济发展水平,乃至在很大程度上实现经济社会数字化转型、适应新科技革命和产业变革的重要指标。算力的获得具有高投入、高风险、强外部性和高垄断特征,这决定了算力的国际竞争是大国和大企业参与为主的竞争。我国在与算力相关的技术研发、基础设施建设和产业发展方面拥有独特的优势,是全球算力竞争的重要参与者。但我国算力硬件基础技术薄弱、软件生态系统影响力低,算力应用创新突破不足,面临体制机制障碍,信息安全保障力弱等问题也急需解决。因此,需要进一步加强对算力技术研发和基础设施建设的高投入,构建完善的算力体系,推进算力设施绿色化发展,强化应用创新,建设算力人才队伍,以增强我国算力竞争力、补齐短板。
In the new sci-tech revolution and industrial transformation,data functions as a new factor of production to participate in value creation and distribution,and information technology has become the driving force of economic and social development and change.Under this background,the trend of reconstructing the global competitive landscape is strengthened,and the competitiveness of computing power is rising quietly.Computing power has become an important index to measure the level of digital economic development of a country,and to a large extent,it has become an important indicator for realizing economic and social digital transformation and adapting to the new sci-tech revolution and industrial transformation.The obtaining of computing power has the characteristics of high input,high risk,strong externality and high monopoly,which determines that the international competition of computing power is mainly the competition of large countries and large enterprises.China has unique advantages in technology research and development,infrastructure construction and industrial development related to computing power,and has become an important participant in global computing competition,but there are also obvious limits and weaknesses,such as weak hardware basic technology,low-impact software ecosystem,insufficient computing power application innovation,institutional barriers,and weak information security guarantees,etc.To further enhance China’s competitiveness of computing power,we need to maintain high investment in the research and development of computing technology and infrastructure construction,build a sound computing system,implement the concept of green development,strengthen the application of innovation,and build a team of computing talents.
