摘要
本研究探讨了新型科技举国体制的概念,梳理了国外科技举国体制的模式及其演变,揭示了我国在关键核心技术能力的不足和困境。在研究国外科技举国体制经验的基础上,构建了适合中国突破关键核心技术的新型科技举国体制模式,并提出了相关的政策建议。
The concept of the new national system of science and technology was discussed,the modes and evolutions of foreign national systems of science and technology were combed,and the deficiency and the dilemma of China’s ability to break through key core technologies were revaled.On the basis of studying the experience of foreign national systems of science and technology,a new national system model of science and technology suitable for China to break through key core technologies was constructed,and relevant policy recommendations were put forward.
