摘要
生态环境与经济发展的相互影响使生态保护成为贫困地区经济可持续发展的重要前提,但生态保护实践在项目中后期会对实施区农民的生产生活产生一定影响。宁夏泾源县是中国西北典型的生态贫困区,田野调查显示当地农民如今在生态保护实践中面临着生态补偿与农民损失间的不平衡加剧、失地农民生计可持续性缺乏、区域生态效益与农民个人利益冲突的发展困境。良好的生态环境和丰裕的生态资产是区域发展的基础,因而"生态贫困—生态保护型贫困—生态反贫困"是该地区发展路径的演变形式,故以生态反贫困、以生态促发展成为其重要的发展方式。外部扶持与自身发展相结合方能有效破解泾源县农民因生态保护而形成的发展困境,促进地区生态环境与社会经济的协调发展。
Ecological protection is an important prerequisite for socio-economic sustainable development in poor areas with fragile ecological environment for the interaction between ecological environment and economic development,and peasant’s development will be affected by the implementation of ecological projects.Jingyuan County which located in the south of Ningxia Hui Autonomous Region was a typical ecological poverty area,and various of ecological projects such as Grain for Green Program and Natural Forest Protection Project had been implemented in the past two decades to repair and protect ecological environment.Butnow,we found that some problems such as the imbalance between ecological compensation and opportunity cost,unsustainability of farmers’livelihoods and conflict between ecological benefit and farmers’interest had appeared whichfollowed with these ecological projects,and might make peasant sunk into the developing dilemmas.The healthy ecological environment and abundant ecological assets were the crucial foundation for regional development in Jingyuan county,and"ecological poverty to poverty for ecological protection toecological anti-poverty"might be an effective development path in such areas.That means poverty alleviation and sustainable development in ecological poverty areas might be realized by ecological protection behaviors and ecological assets.A lot of reasons made farmers to get out of these development plights by themselves in a short time was difficult,so the combination of external support such as ecological compensation and self-development such as upgrade farmers’working skills can solve the plight of farmers’development effectively and promote the coordinated development of ecological environment and social economy.
