摘要
以政府放权让利化解资源配置的体制性约束,是创造增长奇迹的改革发展经验。高质量发展转型中,市场秩序和发展成本正成为影响市场活力的主要风险点。这折射出政府微观监管、公共服务和宏观调控面临的供需矛盾,实质是新型体制性约束。促转型、防风险应以市场活力为导向,以政府效能为焦点,沿制度改进和组织创新两条路径深化政府改革。制度改进应统筹"放权、让利"与"确权、明责",组织创新应统筹"减事、减人、降负、增效"。
Resolving the institutional constraints of resource allocation by the government’s delegating power and profit to the market is a reform and development experience that creates a miracle of growth.In the transformation of high-quality development,market order and development costs are becoming the main risk points affecting market vitality.This reflects the contradiction between supply and demand faced by the government’s micro-supervision,public services,and macro-control,and is essentially a new type of institutional constraint.Promoting transformation and preventing risks should be oriented toward market vitality,focused on government efficiency,and the government reform is to be deepened along two paths of system improvement and organizational innovation.System improvement should coordinate"delegation of power,transfer of profits"and"determination of power and accountability"while organizational innovation should coordinate"reduction of incidents,reduction of personnel,reduction of burdens,and increase of efficiency.
