摘要
城市民族互嵌社区共同体以增强民族之间的凝聚力和向心力为目标,旨在保障少数民族社区居民权利、维护社会公平正义,促进各民族群体的交往互动、利益互赖、普遍参与和资源共享,消减社会排斥的张力,抑制社会结构的断裂。当前推进和优化城市民族互嵌社区建设,关键是将一般化的经济社会文化交往升华为更高层次的民族互嵌共同体特性。通过培育意识共同体、交往共同体、治理共同体、发展共同体、服务共同体,赋予城市民族互嵌社区以情感、归属、认同和自治的本质内涵,构建起一套协调民族差异性与国家基层治理兼容的共同体机制,既能保障基层多民族居民的基本权益和公共利益生长,又服从和服务于国家民族治理的深度现代化。
The urban ethnic inter-embedded community community intends to enhance the cohesion and centripetal force between ethnic groups,protect the rights of ethnic minority communities,safeguard social fairness and justice,promote interaction,mutual interest,universal participation,and resource sharing among ethnic groups,and reduce social exclusion,balance the social structure.The key to advancing the construction of urban ethnic inter-embedded communities is to upgrade general economic and cultural exchanges to highlevel ethnic inter-embedded communities.By cultivating a community of consciousness,a community of communication,a community of governance,a community of development,and a community of services,the urban ethnic embedded communities are endowed with the essential connotations of emotion,belonging,identity and autonomy,and a community that harmonizes ethnic differences and is compatible with the country’s grassroots governance is built.The mechanism can not only guarantee the basic rights and development of the public interest of multi-ethnic residents at the grassroots level,but also obey and serve the deep modernization of national governance.
