我国西部教育资源配置的空间分异及其优化路径——基于2010~2019年省级面板数据的分析

摘要 教育资源的科学合理配置能够促进西部有限资源使用效率的最优化与最大化。本研究通过构建西部教育资源配置评价体系,采用教育资源密度指数、基尼系数、泰尔指数等统计方法测度2010~2019年西部12省(市、自治区)教育资源配置水平,并对其空间分布状况及公平程度进行了分析。研究结果表明:西部各项教育资源配置密度分布均呈上升态势,并具有较为明显的区域差异性;西部教育资源配置总体上均处于较为公平状态,但省际间教育资源配置并不具备同质性,且部分教育资源配置呈非均衡发展态势;西部民族地区与非民族地区教育资源配置情况也存在差异。“十四五”期间西部教育资源配置需通过关注弱势群体、预测教育需求、盘活有限资源、搭建共享平台等方式遵循公平高效的教育资源配置准则,制定前瞻可行的教育资源配置决策,优化统筹协调的教育资源配置模式,打造动态平衡的教育资源配置格局,进而提高我国西部教育质量,促进我国西部教育均衡发展,为推动全面建设社会主义现代化教育强国奠定基础。 Scientific and rational allocation of educational resources could promote the optimization and maximization of the application efficiency of limited educational resources in western China.By constructing an evaluation system of the educational resource allocation in western China,this study measured the educational resource allocation level of 12 provinces in western China from 2010 to 2019 using statistical methods such as education resource Density Index,Gini Coefficient and Theil Index,and analyzed its spatial distribution and fairness.The results showed that the distribution of educational resource allocation density in western China was on the rise,and there were obvious regional differences.The allocation of educational resources in western China was in a relatively fair state on the whole,but the allocation of educational resources in each province was heterogeneous,and part of the allocation of educational resources presented an unbalanced development trend.There were also some differences in the allocation of educational resources between western minority areas and non-minority areas.During the‘14 th Five-Year Plan’period,it is necessary to focus on vulnerable groups,predict education requirements,revitalize the limited resources,and building the sharing platform,and to follow the criteria of fair and efficient education resource allocation,forward feasible education resource allocation decisions and optimize the flexible and coordinated mode of education resource allocation,as well as to create a dynamic and balanced pattern of education resource allocation,thus improving the quality of the education of western region,promoting the balanced development of the education of western region,and promoting the all-round construction of socialism modernization foundation education power.
