摘要
由于欧洲在互联网产业竞争力方面难以与中美相比拟,因此,其在互联网领域的作用和角色一直被国内严重低估和忽视。随着2018年5月通用数据保护条例(GDPR)的生效,以及7月对谷歌发出的50亿美元巨额罚款,欧洲在数据治理、超级网络平台反垄断、个人信息和隐私保护等当今网络治理的关键领域中所采取的系列举措震动全球。随着互联网治理论坛(IGF)连续四届在欧洲举办,加上日内瓦信息社会世界峰会(WSIS)、欧洲互联网治理对话组织(EuroDIG)以及由欧洲人所担任的ICANN CEO职务等,都展现出欧洲独特且多层次的禀赋与能力,已然彰显出欧洲逐渐占领全球网络治理制度高地的态势。欧洲作为全球网络空间规范、规则和行动的引领者,与美国在互联网创新和超级网络平台的全球领先,以及中国作为全球唯一十亿级网民大规模同时在线的单一市场,共同形成了全球网络空间美中欧各具优势的三足鼎立之势。随着特朗普不断升级中美科技战,重新发展欧洲、重估欧洲价值成为中国网络空间战略的重要举措。我们要从历史传统、制度能力和国际战略高度等不同层面,深刻理解欧洲在全球网络治理的禀赋能力、长远合作价值和全球意义。
As the competitiveness of the Internet industry is difficult to compare with that of China and the United States,the role and effect of Europe in the field of Internet has been seriously underestimated and ignored.With the effective of GDPR in May 2018 and the issuance of a huge fine of 5 billion US dollars to Google in July,Europe has launched a series of actions in key areas of today’s network governance,such as data governance,super platform anti-monopoly,personal information and privacy protection,which shocked the world.With IGF held in Europe forfour consecutive times,WSIS forum in Geneva,EuroDIG and European as ICANN CEO and so on,the trend that Europe has become the highland of global network governance system has been highlighted.It has formed the tripartite confrontation of the advantages as Europe becoming the leader of global cyberspace norms,rules and actions,the United States leading the world in Internet innovation and super platform,and China being the only one billion level Internet users in the world who are online at the same time on a large scale.With trump constantly upgrading the Sino-US science and technology war,it has become an important measure for China’s cyberspace strategy to re-evaluate the value of Europe.We need to have a deep understanding of Europe’s endowment capacity,long-term cooperation value and global significance in global network governance from different levels such as historical tradition,institutional capacity and international strategy.
