摘要
基于社区矫正力量不足、矫正对象的社会融入不够、技术(方法)不够先进等问题和需求,使大数据应用于司法社会治理领域成为必要。大数据与社会治理的有机融合,可以提升司法社会治理的智能化水平和工作效率。但是,大数据在司法社会治理中的应用程度仍然较低,以社区矫正为例,主要表现为司法大数据不够“大”、不够“全”、不够“准”等问题。大数据可以应用于社区矫正的全过程:在初入矫正阶段,通过采集社区矫正对象的社会状态监测数据,搭建社区矫正大数据平台,做好监测和犯罪预防;通过构建社区矫正案例库和数据库,利用大数据开展循证矫正;研究基于社会状态监测大数据的矫正方案,利用算法实现社会帮扶智能推荐。大数据通过“智慧矫正”和“智慧治理”,为社区矫正对象提供科学化、智能化、个性化的矫正方案,促进矫正对象融入社会,同时,在庞大群体、海量数据和个别化的帮扶和矫正方案之间架起了一座桥梁,提升了社会治理智能化水平。
Due to the problems and needs of insufficient community correction force,not enough social integration of correction objects,and inadequate advanced governance technologies(methods),to apply big data to the field of judicial social governance becomes necessary.The organic integration of big data and social governance can improve the intelligentization and the efficiency of judicial social governance.However,the application of big data in judicial social governance is still at a low level.Taking community correction as an example,the main problems are that judicial data is not enough,not complete and not accurate.Big data can be applied to the whole process of community correction:at the initial correction stage,by collecting the social status monitoring data of the community correction objects,build a big data platform for community correction,and do a good job in monitoring and crime prevention;through the construction of community correction case base and database,utilize big data and carry out evidence-based correction;study the correction schemes based on big data of social status monitoring,and use algorithms to realize intelligent recommendation of social assistance.Through"smart correction"and"smart governance",big data provides scientific,intelligent and personalized correction schemes for the community correction objects,and promotes the integration of the correction objects into the society.At the same time,big data builds a bridge between huge groups,massive data and individualized assistance,and correction schemes so as to elevate the intelligent level of social governance.
