摘要
一个国家儿童福利的发展方式在很大程度上取决于制定的儿童福利政策,对政策进行研究有助于从顶层设计上了解儿童福利未来发展的方向以及现存的不足之处。文章以中央层面的59份儿童福利政策文件为分析对象,采用内容分析法,基于NVivo11 plus质性分析软件,分别从政策文本的文本类型、年际数量分布、政策主体、政策主题以及政策工具类型这五个方面进行分析并获得探索性结论。研究发现,我国的儿童福利体系建设在取得一定成果的同时也存在普惠性政策不足、政策工具选择缺乏系统组合配置等问题。应加强立法,完善儿童福利体系,均衡合理运用政策工具,以实现儿童福利的高质量发展。
The development mode of a country’s child welfare depends to a large extent on the child welfare policy formulated.Research on the policy helps to understand the future development direction of child welfare and the existing shortcomings from the top-level design.Taking 59 child welfare policy documents at the central level as the analysis object,using the content analysis method,based on the NVivo11 plus qualitative analysis software,analyze and obtain exploratory conclusions from five aspects:the text form of the policy text,the inter-annual quantity distribution,the main body of the policy,the theme of the policy,and the types of policy tools.The study found that while the construction of China’s child welfare system has achieved some achievements,there are also problems such as the lack of universal policies and the lack of systematic combination and configuration of policy tools.It is necessary to strengthen legislation,construct appropriate child welfare system and use policy tools in a balanced and reasonable way so as to realize high-quality development of child welfare.
