摘要
在“双碳”目标背景下,随着新型电力系统建设,电力系统逐步呈现“双高”“双峰”特征,电力系统灵活调节资源不足等问题凸显,调动需求侧资源参与电网互动,做好电力需求响应优先、有序用电保底工作是提升电网控制灵活性、促进清洁能源消纳、缓解电力供需紧张的重要手段。为满足新形势下需求侧灵活资源互动规范化开展,需要充分发挥标准的作用,本文从标准体系现状、业务发展趋势、标准需求分析以及体系完善构建等方面展开阐述,旨在为新形势下需求侧灵活资源互动技术提供标准技术参考。
In the context of the“double carbon”goals,with the construction of new power system,the power system gradually presents the characteristics of“double high”and“double peak”,and the lack of flexible regulation resources of the power system becomes prominent.Mobilizing demand side resources to participate in power grid interaction,giving priority to power demand response,and ensuring the minimum power consumption in an orderly manner are important means to improve the flexibility of power grid control,promote the consumption of clean energy,and alleviate the tension between power supply and demand.In order to meet the standardization of demand side flexible resource interaction in the new situation,it is necessary to give full play to the role of standards.This paper expounds the status quo of the standard system,business development trend,standards demand analysis and system improvement,aiming to provide standard technical reference for demand side flexible resource interaction technology in the new situation.
