生产性服务进口优化了制造业就业结构吗——来自服务贸易自由化政策的实证检验被引量：12

Does the Import of Productive Services Optimize the Employment Structure of Manufacturing Industry——An Empirical Test of Service Trade Liberalization Policy

摘要以履行加入世贸组织服务贸易领域开放的各项承诺这一政策作为准自然实验,利用双重差分法系统分析了生产性服务进口对制造业就业技能结构的影响。研究结果表明:生产性服务进口显著促进了制造业就业技能结构的优化;生产性服务进口提升了制造业技术创新能力和服务创新能力,促使企业向价值链上游和下游服务化转型,通过产品升级推动了制造业就业技能结构的优化;生产性服务进口对不同制造业行业就业技能结构的影响存在异质性,相比于传统制造业,生产性服务进口对现代制造业就业技能结构具有显著的优化作用;不同的生产性服务进口对制造业就业技能结构的影响存在异质性,研发服务进口、电信服务进口和金融服务进口显著促进了就业技能结构优化,而商业服务进口并未优化就业技能结构。 This paper took fulfilling the policy of opening up the service trade field after China’s accession to the WTO as a quasi natural experiment,and applied the difference-in-differences method to systematically study the impact of imported productive services on the skill structure of manufacturing employment.The results showed that,imported productive services had significantly promoted the optimization of employment skill structure.Cause analysis told us that,imported productive services had improved the technological innovation ability and service innovation ability of manufacturing industry,and further led to the servitization transformation of the enterprises in both the upstream and downstream of value chain,then finally pushed the optimization of employment skill structure through product upgrading.The effect of imported productive services differed in different types of manufacturing industries,which was more evident in modern manufacturing industry rather than that in traditional ones.Besides,the impact of different types of imported productive services had heterogeneity.The import of R&D service,telecommunications service and financial service had significantly promoted the optimization of employment skill structure,while business service import didn’t have this impact.
