摘要
利用课题组前期搜集、分类整理出的政策文本数据集,使用关键词共现聚类、时间窗动态监测、高频词词频统计等信息抽取方法,分析农村女性外出务工人员就业政策演化的阶段特征与内在逻辑。对农村女性的尊重和对农村女性外出务工人员就业的制度创新是中国在推进妇女事业发展、农村劳动力充分就业的实践中获得的十分重要的经验之一。改革开放以来,农村女性外出务工人员就业政策的发展可分为保障就业、积极就业和就业优先三个阶段。目前,中国已经基本形成一整套保障妇女平等就业、促进妇女职业发展的法律政策体系。但农村女性外出务工人员就业政策仍存在不足之处,相关理论体系支撑、政策指向性及监管和执行力度还有待进一步加强。出台农村女性外出务工人员就业质量评价标准,注重农村女性外出务工人员就业政策设计中的协调沟通,提高农村女性外出务工人员就业政策的针对性与执行力,成为优化农村女性外出务工人员就业政策体系的应然路径。
Using the policy text data set collected and sorted out in the early stage,and the information extraction methods such as keyword co-occurrence clustering,time window dynamic monitoring,high-frequency word frequency statistics,this paper analyzes the stage characteristics and internal logic of the employment policy evolution of female migrant workers.Respecting rural women and innovating the employment system for female migrant workers is one of the very important experiences in promoting equal liberation of women and full employment of rural labor in China.Since the reform,the employment policy of female migrant workers can be divided into three historical stages:ensuring employment,being proactive,and prioritizing employment.A complete legal and policy system to ensure equal employment for women and promote their career development has been formed.However,there are still shortcomings in the employment policy for female migrant workers,and the relevant theoretical system support,policy direction,and supervision and implementation efforts need to be further strengthened.To optimize the employment policy system for female migrant workers,it is necessary to introduce evaluation standards for the employment quality,emphasize coordination and communication in the design of employment policies,and improve the pertinence and execution of employment policies,which has become a necessary path.
