摘要
科技成果的转化对推动社会生产力发挥着重要的作用,研究中介机构促进科技成果转化的协同合作模式,对解决初创企业资金短缺问题,切实提高我国科技成果转化率具有重要意义。基于中介委托理论与知识产权资本化理论,归纳3种具备代表性的专利运营机构介入科技成果转化的金融支持模式,选取各个模式下国内外典型案例,从提升转化效率、优势嫁接、风险分担和降低成本3方面进行效果分析,总结中介机构促进科技成果转化的协同合作模式的三大构成要素:政府支持有效、业务体系规范和运营流程完善,根据案例启示建议政府建立健全知识产权保护的法律法规,专利运营机构优化科技成果转化运营流程和服务模式,创新型企业充实高素质业务团队,加强跨机构业务合作,三方合力推进科技成果的有效转化。
The transformation of scientific and technological achievements plays an important role in promoting social productivity.Studying the collaborative cooperation mode of intermediary institutions to promote the transformation of scientific and technological achievements is of great significance to solve the problem of capital shortage of start-ups and effectively improve the transformation rate of scientific and technological achievements in China.Based on the Principal-agent Theory and Intellectual Property Capitalization Theory,this paper summarizes three representative types of financial support modes in which patent operation institutions are involved in the transformation of scientific and technological achievements,and selects the typical cases at home and abroad under each mode.The effects are analyzed in terms ofthree aspects:improving efficiency of transformation,grafting advantages,sharing risks and reducing costs.Three components of the collaborative cooperation mode of intermediary agencies to promote the transformation of scientific and technological achievements are summarized as follows:government support,standardized business systemand perfect operation process.Finally,according to the these cases,it is suggested that the government establish and improve laws and regulationson intellectual property protection,and patent operation institutions need to optimize the operation process and service mode for the transformation of scientific and technological achievements,innovative enterprises are supposed to enrich high-quality business teams,standardize business systems,strengthen inter-institutional business cooperation,and jointly to promote the effective transformation of scientific and technological achievements.
