摘要
芬兰虽是北欧发达国家,但仍然面临着失业率缓慢上升、职业教育学生辍学率较高、技能和资格与劳动力市场需求脱节等诸多挑战。为此,芬兰颁布新的《职业教育法》,要求实行统一有效的新职业教育拨款体系,为该国职业教育的有效开展提供了重要的资助制度保障。新的职业教育拨款体系强调:以绩效为本,追求公平与质量;以能力为基础,以客户需求为导向,良性衔接劳动力市场;增加战略性拨款,提高职业教育拨款机制的灵活性和重要性;以数据和证据保障拨款指标,增强体系透明化和可靠性。芬兰职业教育拨款体系的新变革,对我国职业教育拨款体系的发展和优化有一定启发。
Although Finland has gained rapid economic development and built profound educational system,it still faces many challenges such as the increasing unemployment rate,high dropout rate in vocational education and training(VET),and the separation between skilled and qualified workers and growing demand of labor market.Thus,the Vocational Education and Training(532/2017),launched on 1 January 2018 by the Finish government introduced an unified and effective VET funding system.It provides an important funding system guarantee for the effective implementation of VET in Finland.The new VET funding system emphasizes the following:performancebased,pursuing equity and quality;competency-based,customer demand-driven,and well-aligned with the labor market;increasing strategic funding to enhance the flexibility and importance of VET funding mechanisms;and evidence-based funding indicators to enhance the transparency and reliability of the system.The new changes in the Finnish VET funding system have inspired the development and optimization of the VET funding system in China.
