关怀青年脆弱性:欧盟终身学习政策行动与困境

摘要 关怀青年脆弱性是欧盟终身学习政策的重要面向之一。以促进就业为核心,欧盟在超国家层面建构并巩固“技能审计—学习机会—技能验证”程序,成员国层面遵循预防、补偿、激活、赋权四重逻辑开展实践,聚力弥合技能体系与终身学习差距进而实现关怀青年脆弱性的目的。但从本质上看,其政策实践重在激活“个体”或“私人”发展就业技能,忽视了青年危机源于广泛深刻的社会结构性矛盾。将资本主义经济社会危机转化为教育问题导致欧盟终身学习政策的人文属性不足,对关怀青年脆弱性、推动欧洲职业教育一体化及促进社会包容作用有限。 Caring for the youth vulnerability is one of the key aspects of the European Union’s lifelong learning policy.With the promotion of employment as the core,the EU has constructed and consolidated the“skills audit-learning opportunities-skills validation”procedure at the supranational level,and carried out practices at the level of member states in accordance with the four logic of prevention,compensation,activation and empowerment,so as to focus on bridging the gap between the skills system and lifelong learning,thus realizing the purpose of caring for the youth vulnerability.However,in essence,the policy practice focuses on activating“individual”or“private”development of employment skills,ignoring the fact that the youth crisis stems from a wide range of deep social structural contradictions.The transformation of the capitalist economic and social crisis into an educational issue has led to the dilution of the humanistic dimension of lifelong learning policies,which has had a limited impact on caring for the youth vulnerability,promoting the integration of vocational education in Europe and fostering social inclusion.
