摘要
“1+X”证书制度是新时代提升职业教育质量,促进书证融通、产教融合的一项制度创新。“1+X”证书制度中,“X”证书被赋予了许多价值期许。而这些价值期许的实现需要建立在“X”证书公信力这一前提条件之上。公信力并非“X”证书的固有属性,需要建立一套保障机制。基于对“X”证书公信力的理解,可以从三个维度探析“X”证书公信力的保障机制:一是在“X”证书开发时,作为建设主体的培训评价组织需秉持公益取向;二是在“X”证书实施时,作为实施主体的职业院校需保障职业学历教育与“X”证书培训相互融通;三是在“X”证书实施时,作为参与实施主体的行业企业需保障培训标准与用人单位聘任要求高度吻合。
“1+X”Certificate System is an innovative institutional arrangement to improve the quality of vocational education and promote the integration of degree education and“X”Certificate.In the“1+X”certificate system,“X”Certificate has been endowed with many important expectations by scholars.The realization of the expectations must be based on the credibility of the“X”Certificate.Based on the understanding of the credibility of“X”Certificate,the guarantee mechanism on the credibility of“X”certificate can be analyzed from three dimensions:First,in the process of developing the“X”Certificate,the training evaluation organization,as the construction subject,needs to uphold the public-interest orientation;second,in the process of implementing the“X”Certificate,the vocational colleges,as the implementation subject,need to ensure the integration of degree education and“X”certificate training;third,enterprises in the industry that participate in the implementation need to ensure that the training standards are highly consistent with the employment requirements of the employer.
