摘要
在经济增速放缓和财政紧平衡的影响下,我国政府实施逆周期调节不断加大投资力度,对稳定经济增长发挥了重要作用。随着政府投资管理体制不断规范化和法制化,投资方式逐渐从财政直接出资转向依托于财政资源出资,但投资方式的转变也突显出一些问题,如依托财政资源的政府投资未被政府预算全部反映,投资主体呈碎片化和分散化特征,缺乏统筹的政府投资降低了投资效率,新的投资方式有可能加剧区域发展不均衡等。为此,应以财政资源统筹为抓手提高政府投资效率,从预算环节加强财政资源的统筹管理,并强化财政资源跨部门跨区域的统筹协调。
Under the influence of economic slowdown,the contradiction between fiscal revenue and expenditure has become increasingly prominent.As an important means of government macro-control,government investment has played an important role in stabilizing economic growth.With the advancement of the reform of government investment system,government investment has been standardized and legalized,and the investment mode has gradually changed from direct financial contribution to financial resources contribution,and new government investment modes such as PPP mode and government investment fund have been continuously developed.However,for a long time,all kinds of government investment relying on financial resources lacked effective overall planning,which resulted in the waste of resources under tight financial balance and aggravated the imbalance of regional development.Therefore,it is necessary to coordinate financial resources to adapt to the new changes brought about by the transformation of government investment,improve the efficiency of government investment,and provide greater help for promoting economic growth and stability.
