近年来,由于摩托车的运行特性国内很多城市先后实行了"禁摩"政策。我国许多城市都对摩托车采取了禁止上牌的措施,有的城市甚至对摩托车实施部分道路禁止通行的规定。2007年的一纸禁令,广州市进入后"禁摩"时代。回顾广州市推行"禁摩"的发展历程,是在阻力中渐进发展的。本文将从公共政策实施过程的角度对广州"禁摩"政策中的阻力及推行,进行理论性的分析。
