基于“天空地一体化”遥感监测体系的河湖岸线动态监管平台设计与实现 被引量:5

Design and Implementation of River and Lake Shoreline Dynamic Monitoring Platform Based on "Sky Earth Integration" Remote Sensing Monitoring System

摘要 本文重点分析当前河长制推行过程中以及河湖"清四乱"常态化规范化推进工作中存在的问题,研究设计了一套完整的基于"天空地一体化"遥感监测体系的河湖岸线动态监管平台,详细阐述了平台技术思路及工作路线设计、总体架构设计、网络拓扑设计以及信息化平台设计,指出"天空地一体化"河湖岸线动态监平台的推广应用将全面赋能智慧河湖监管,从而推动河长制从"有实"向"有为"转变,实现从"河长制"到"河长治"。 This paper focuses on the analysis of the problems in the implementation of the river head system and the normalization and standardization of the "four chaos" between rivers and lakes. We research and design a complete set of river and lake shoreline dynamic monitoring platform based on "sky earth integration" remote sensing monitoring system. The platform technology ideas and work route design, total architecture design, network topology design and information platform design are described in detail. It is point out that the popularization and application of the "sky earth integration" river and lake shoreline dynamic monitoring platform will fully enable the intelligent River and lake monitoring, promote the transformation of river head system from "solid" to "promising", finally, from "river head system" to "river head governance".
