“一带一路”背景下东南亚地区生态安全评价研究被引量：5

Study on Ecological Security Evaluation of Southeast Asia under the Background of“Belt and Road”

摘要随着"一带一路"倡议的不断推进,对东南亚地区进行生态安全现状评估显得尤为重要。论文以东南亚地区10国(未包含东帝汶)为研究靶区,紧扣生态安全本质构建基于经济-自然-社会(EES)的生态安全评价指标体系,通过熵权法确定指标权重,并采用TOPSIS模型对研究区各国生态安全状况进行测算。研究发现研究区各国生态安全综合指数得分区间为0.350~0.599,总体在0.45附近波动;新加坡、文莱达到较安全等级,生态安全状况良好;老挝、泰国、菲律宾、马来西亚和越南为临界安全,自然资源贫乏,教育、医疗等社会服务体系薄弱;柬埔寨、缅甸和印度尼西亚为较不安全等级,经济发展缓慢,生态系统脆弱。为此,亟须提出针对不同生态安全等级的生态建设与环境保护政策,加强空间管控能力,推动"一带一路"倡议在该地区的协同发展。 With the continuous promotion of the"One Belt,One Road"initiative,it is particularly important to assess the status of ecological security in the Southeast Asia.This paper takes 10 countries in Southeast Asia as the research target,and builds an eco-safety evaluation index system based on economic-natural-society(EES),and determines the index weight by entropy method.The TOPSIS model is used to protect the ecological security of countries in research area.The situation is measured.The study found that the scores of the comprehensive index of ecological security in research area were 0.350~0.599,and the overall fluctuation was around 0.45.Singapore and Brunei have reached a safer level and have good ecological security;Laos,Thailand,the Philippines,Malaysia and Vietnam are critically safe,natural resources are scarce,and social services systems such as education and medical care are weak;Cambodia,Myanmar and Indonesia are relatively insecure.The economy is developing slowly and the ecosystem is fragile.To this end,it is urgent to propose ecological construction and environmental protection policies for different ecological security levels,strengthen space management and control capabilities,and promote the coordinated development of the"One Belt,One Road"initiative in the region.
