摘要
改革开放以来,随着国民经济的持续快速发展,在职者工资收入逐年上涨,通货膨胀势头加速。但退休者的养老金水平面临贬值的风险,不仅不能与在职者共享经济发展的成果,严重者会陷入绝对贫困的境况。针对当前养老金调整机制存在的问题,本文将采用理论与实证相结合、定量与定性相结合、交叉分析与比较分析相结合的研究方法,在综合考虑物价指数、工资增长率、工龄等相关因素的基础上,设计出定额与定比相结合的综合调整模型,既缩小不同类别退休者养老金调整差距,又不损害养老保险"多缴多得"原则;提出保障养老金调整机制良性运转的合理化、可行性建议,建设统一、多支柱养老保障体系。
ABstract:Since the reform and opening up,the incumbents’wage has risen year by year and the inflation has accelerated with the sustained and rapid development of the national economy,while the retirees’pension faced the risk of devaluation. The retirees can not share the achievements of economic development with the incumbents,and some of them even fall into absolute poverty. Aiming at the problems of current pension adjustment mechanism,this paper has designed fixed and fixed - ratio combination of comprehensive adjustment model with the research method of combining theoretical and empirical,quantitative and qualitative,cross analysis and comparative analysis,based on the consideration of price index,wage growth rate,working age and so on. On the one hand narrow the different categories of retirees pension adjustment gap,on the other hand without compromising the pension insurance“pay more for much〞 principles;and it also offers reasonable and feasible proposals to guarantee the healthy functioning of the pension adjustment mechanism,building a unified,multi - pillar pension system.
